Canberra revives the blame game

The Commonwealth has announced it is cutting $400 million from state health budgets, after discovering that estimates of state populations, on which funding is based, were too high. But the size of the cuts and the lack of warning before they were made spell trouble for many state health systems. Canberra will need to do some fancy footwork to get out of this mess.
