Subsidy review plan neither fair nor enticing

Tuition subsidies have more to do with politics and political culture than with any theoretical argument about their impact. While Australia’s system needs fine-tuning, it conceptually fits with the low-tax, welfare state Australia runs. By failing to recognise this ideological consistency, the base funding review’s recommendations to increase public subsidy for higher education are unlikely to improve fairness or education outcomes.
