Australia is at a pivot point. Our pursuit of Zero COVID has allowed us to escape the worst of the pandemic: our death toll has been among the lowest, our recession among the shortest, and we’ve faced fewer restrictions on our daily lives than almost anywhere else. But we have paid a heavy price. We cannot remain walled inside Fortress Australia, indefinitely cut off from the rest of the world and periodically cut off from one another.
A new Grattan Institute report on Australia’s best shot at living with COVID will lay out a detailed plan for getting Australian life back to normal soon. Our modelling shows we must vaccinate the vast majority of Australians, and quickly, so that we can begin to open our borders and put an end to lockdowns. We propose an ambitious target, but we also show how it can be done.

Stephen Duckett
Dr Stephen Duckett is the former Director of Grattan’s Health Program. He has held top operational and policy leadership positions in health care in Australia and Canada including as Secretary of what is now the Commonwealth Department of Health. An economist, he is a Fellow of the Academy of Social Sciences in Australia and of the Australian Academy of Health and Medical Science.

Tom Crowley
Tom Crowley is an Associate at Grattan Institute. In the Transport and Cities Program, he co-authored the report Fast Train Fever. In the Budgets and Government Program, he contributed to Grattan’s analysis on two rounds of federal and state budgets, and co-authored the report Women’s Work on economic outcomes for women during the COVID recession.
Tom previously worked at the Australian Treasury on a range of policy areas, including income tax, negative gearing and capital gains tax, not-for-profits regulation, and health policy.

Danielle Wood
Danielle Wood is the CEO of Grattan Institute and also leads Grattan’s Budgets and Government Program. She has published extensively on economic reform priorities, budgets, tax reform, generational inequality, and reforming political institutions. Danielle previously worked at the Australian Competition and Consumer Commission, NERA Economic Consulting, and the Productivity Commission. Danielle is the former President of the Economic Society of Australia and was the co-founder and first Chair of the Women in Economics Network. She is a member of the Parliamentary Budget Office Expert Advisory Committee, the Australia and New Zealand School of Government Research Committee, the Commonwealth Bank CEO Advisory Council, and the PWC Future of Work Committee.
